Reading the Planning Inspector’s Report to HDC and reports of how he conducted himself on July 3, he does seem to have done what he came to Horsham for.

As the District is downgraded by all his efforts, we will remember what he said ‘I therefore consider that no party’s interest would be seriously prejudiced if the number of 800 dpa were to be included in the HDPF without further advertisement for comment’.

I think the Inspector means ‘no developer’ interest, as I know lots of people who value the environment enough to feel that their interests are seriously prejudiced by even the 750 figure he came up with initially.

I had hoped that his emphasis on only listening to developer presentations, and querying them seriously, was an indication that he accepted the opposition arguments, but it seems that he was only interested in deciding on how high they wanted him to jump.

I am not sure what evidence he has seen since his initial finding suggested an increase to 750 dpa that now indicates this needs to be 800 dpa. What did he hear on July 3 that indicated any significant change since the initial hearing?

In fact the only decisive new evidence was the decision in favour of Heathrow by the Davis Commission, which would suggest a lower requirement for Horsham than previously.

One can only assume that he too has been caught by ‘developeritis’ – purely subjective judgements fed on medicine offered by rich developer companies – ignoring the fact that the patient (HDC) was heading for seizure.
