Garden waste in household bin

Just recently I saw an Acorn lorry putting garden waste into the lorry when it was collecting household waste.

Then I read in the County Times that, if any household waste bins have garden waste in them, they will not be emptied.

Well, why should I pay £29 a year for my garden waste to be collected, if Acorn is mixing our rubbish?
